Towns only issue permits when the weather is favorable for burning.

If your town is not issuing permits, then they have stopped issuing permits due to weather conditions. It is also possible that Massachusetts Forest Fire Control has issued a burn ban for the entire county. The last day of the 2012 burning season willl be May 1.
